there is no engine for RTOF

I made a commit to my local branch dev_rgh on this but couldn't push to the dev_rgh branch on remote.. Looks like a permission issue. |

Modification of directory structure as advocated by Raffaella, addressed PR 921 and PR504. Work done by Nilanga and Silvia.
