Browser tools have trouble when page is in emulation mode

1. Open any page in the integrated browser -- e.g. https://code.visualstudio.com/
2. Toggle device emulation and resize the page a bit
3. Ask the agent to click something in the page
4. 🐛 it often fails, with Playwright failing to find the correct element

Possibly due to some incorrect coordinate logic when Playwright does actionability checks
