Form field missing label

User Experience:

Users cannot determine what data to enter in a form field. Screen reader users hear only the field type (e.g., “Search Users”) with no context about what information is expected.

Repro Steps:

Start Narrator/NVDA --> Launch URL https://dccentral-test.microsoft.com/training/trainers/27d6e984-54f7-4dd0-93a1-983e2136b41d/1 --> Labor Management --> Technician --> Organization --> Search Users

Actual Result:

A text input has no visible label, no element, and no aria-label. The only hint may be a disappearing placeholder.

Expected Result:

All form fields requiring user input should have a visible, persistent label or instruction that describes the expected input.

How to fix:

Add a visible <'label for="fieldId"'> for each form field. Do not rely solely on placeholder text as it disappears on input. If constraints exist, provide instruction text via aria-describedby.
