User Experience:

Users can interact with a control that has no functionality, resulting in confusion, unnecessary navigation, and an inconsistent user experience.

Repro Steps:

Launch URL https://dccentral-test.microsoft.com/labor/technician --> Labor Management --> Overview

Actual Result:

The Toggle Technician Panel button remains enabled and focusable even when the Organization section is already expanded. Activating the button does not perform any action.

Expected Result:

When the Organization section is already expanded and no further action can be performed, the Toggle Technician Panel button should either:

Be disabled and expose its disabled state programmatically, or
Be hidden/removed from the tab order until an action becomes available.

How to fix:

Update the button state dynamically based on the current state of the Organization section.
When the Organization section is expanded and no action is available, set the button to a disabled state (disabled attribute or equivalent).
Ensure the button is removed from the tab order when disabled, if applicable.
